HISTORICAL OUTCOMES BEFORE MID-2023 ARE A DIFFERENT REGIME. Act 241 of 2023 removed post-sale redemption; Arkansas results recorded under the prior rules describe a redeemable position and must not be pooled with post-Act sales when fitting a redemption rate. Current inventory is entirely post-Act.

SURVIVING LIENS ARE NOT PRICED HERE. Municipal code-enforcement and clean-up liens (§ 14-54-903) and special improvement district assessments can survive and are parcel-specific — 'HARDING DRAIN IMP DISTRICT' appears on Jefferson County parcels in our own data. IRS liens turn on notice and keep a 120-day redemption right if notice was defective. Mortgages, state tax liens and judgment liens are generally extinguished where COSL gave proper statutory notice. The published opening bid is taxes, penalties, interest and costs — the statutory minimum bid under § 26-37-202, never an assessed or market value.
The 90-day contest bar is not absolute. § 26-37-203(d) preserves a taxpayer's right to contest the deed on the ground that the taxes were actually paid, with no 90-day limit stated — a residual challenge route that outlives the window and is the reason to check payment history rather than only the notice trail. § 26-37-203(b)(2) tolls the bar for two years after removal of disability for minors, the mentally incapacitated, and those serving in the armed forces in time of war.
§ 26-37-203(c) cuts the other way and favours the purchaser: a deed issued after 1 January 1987 is not void or voidable merely because the county failed to strictly comply with the tax-delinquent land laws.
