Spread is not profit. It compares the opening bid to the county's assessed value, which is not market value — N.C. Gen. Stat. § 105-283 requires all property to be appraised at its true value in money, which the statute defines as market value. There is no classification ratio and no county variation in the ratio itself — only in how recently it was measured. Open a parcel to run the full max-bid analysis, which accounts for the assessment ratio, surviving liens, quiet title, and holding costs.
Completed judicial foreclosure often supports marketable title; quiet title may still be used if notice or party issues exist.
North Carolina judicial tax-deed foreclosure. Rutherford County (Rutherfordton / Forest City / Spindale — western NC foothills) Revenue Department / Tax Administrator maintains dedicated foreclosure pages distinguishing (1) in-office sales run by Revenue and (2) outside counsel sales (Kania Law Firm) with separate upcoming sale-date lists, plus Foreclosure Process and FAQ pages. Use both in-office and Kania lists when sourcing inventory. Standard NC upset-bid rules apply.
