Upset Sale
All prospective bidders must register with GovEase by completing the online registration process at www.govease.com. Pre-registration dates for bidding will be August 21st, 2026, through September 4th, 2026. This registration requires a photo I.D. such as a valid driver license or other method of identification acceptable to the Tax Claim Bureau.
Common after Upset purchases; still used selectively after Judicial for resale comfort.

Spread is not profit. It compares the opening bid to the county's assessed value, which is not market value — Pennsylvania has no statewide assessment ratio. Counties assess against their own base years, some decades old, and the State Tax Equalization Board publishes a Common Level Ratio per county each year. Always use the county ratio. Open a parcel to run the full max-bid analysis, which accounts for the assessment ratio, surviving liens, quiet title, and holding costs.
Pennsylvania RETSL tax-deed process via York County Tax Claim Bureau. Upset Sale online on GovEase (next Upset Sept 17, 2026). Judicial Sale free-and-clear of notified liens also online via GovEase (next Judicial June 4, 2026). Registration only through GovEase with photo ID upload — no in-person Bureau registration; no bid assignment. Upset buyer takes many liens; Judicial is free-and-clear track for unsolds.
Inherited from Pennsylvania rather than researched for York: type, redemption, returns, statute.
