Spread is not profit. It compares the opening bid to the county's assessed value, which is not market value — Pennsylvania has no statewide assessment ratio. Counties assess against their own base years, some decades old, and the State Tax Equalization Board publishes a Common Level Ratio per county each year. Always use the county ratio. Open a parcel to run the full max-bid analysis, which accounts for the assessment ratio, surviving liens, quiet title, and holding costs.
Often required for title insurance after Upset; Judicial deed is stronger but insurers may still want quiet title or extended review.
Pennsylvania tax-deed county under the Real Estate Tax Sale Law (RETSL). Carbon County Tax Claim Bureau (Jim Thorpe) runs Upset Sale, Judicial Sale, and Repository Sale tracks — not lien certificates. Upset is the first offering after ~2 years delinquency; mortgages and many private liens typically survive Upset. Judicial Sale (historically following-year November class) is designed to sell free and clear of most private liens when notice is proper. No post-Upset statutory owner redemption; objections to confirmation nisi run on a short court clock. Contact Tax Claim Bureau 570-325-3635 / carbontaxclaim@carboncounty.net. Poconos / Jim Thorpe–Lehighton–Palmerton market — HOA/POA, septic, and flood DD essential.
