SC caveats

THE PENALTY IS CAPPED AT THE OPENING BID. § 12-51-90 provides that interest due on redemption may not exceed the forfeited land commission's bid under § 12-51-55 — roughly taxes plus costs. The tiers above are therefore a ceiling reached only by a bid at or near the minimum; a purchase at several times the minimum collects the same capped sum, so the effective yield falls as the premium rises.
THE OVERAGE IS NOT YOURS. Under § 12-51-130 everything bid above taxes, assessments, penalties and costs belongs to the owner of record immediately before the redemption period ended, payable ninety days after the deed and escheating to the county only after five unclaimed years. A premium is not recoverable equity; South Carolina was already Tyler-compliant on this point.
Assessment is by class, not by county. This row uses the 6% residual under § 12-43-220(e); legal residences sit at 4% and manufacturing and utility property at 10.5%. See the derived-ARV note — the 10.5% case is the one that produces a dangerous overstatement.
The deed becomes incontestable on procedural or other grounds only after the twelve-month redemption period plus a further twelve months (§ 12-51-90). Before that, procedural defects in the sale remain a live attack on title.
Unsold parcels are bid in for the Forfeited Land Commission under § 12-51-55 rather than left unsold, which is also what sets the interest cap above. An FLC-held parcel is a different instrument from one bought at open auction.
