THE FIRST SALE HAS A MARKET-VALUE FLOOR, WHICH IS WHY MOST OHIO PARCELS SHOW NO BID ROOM. R.C. 5721.19(A) lets the court order a parcel sold "without appraisal, for not less than either of the following: (1) The fair market value of the parcel, as determined by the county auditor, plus the costs incurred in the foreclosure proceeding" — or the total of the finding plus costs. Where the court picks the first, the minimum bid is market value and there is no discount to win. A max bid below the opening bid is the statute working, not a data error.
THE DISCOUNT LIVES IN THE SECOND OFFER. A parcel that fails at the judicial sale is forfeited to the state and offered by the auditor under R.C. 5723.06; if it fails there too, "the auditor may offer such tract for sale forthwith, and sell it for the best price obtainable" — no minimum at all. A listing described as a first offer, a forfeited land sale or an auditor's sale is a different economic proposition from a sheriff's sale, and the engine cannot tell them apart from the fields it has.
OHIO ALSO SELLS TAX CERTIFICATES AND THIS ENTRY DOES NOT PRICE THEM. Under R.C. 5721.32 bidding opens at 18% per year and steps down in quarter points "to the rate of zero per cent", with no floor — the New Jersey problem, and we have no observed clearing rate for Ohio. All current inventory is deed sales. Check the sale type before trusting an Ohio figure.
A federal tax lien properly filed before the foreclosure survives the sale, as do easements and covenants predating the delinquency (R.C. 5721.19(F)(2)). Everything else is extinguished at confirmation. Taxes levied but not yet due and payable are not part of the finding and stay with the parcel.
