Non-residents of Missouri may not bid unless special arrangements have been made with the Collector prior to the sale. The sale is conducted by the Collector. Bidding begins for the amount of taxes, penalties and sales costs. Buyers must be present to bid. Bidders must sign an affidavit stating they are not currently delinquent on any tax payments on any property.

MO caveats

A NOTICE FAILURE FORFEITS THE ENTIRE INVESTMENT, NOT JUST THE DEED. RSMo 140.405: "Failure of the purchaser to comply with this section shall result in such purchaser's loss of all interest in the real estate." Compliance means a title search report from a licensed attorney or title company, notice to the owner and every recorded lienholder at least ninety days before the deed may be taken, sent by both first class and certified mail, and an affidavit filed with the collector. Budget the title search and the mailings as certain costs of every Missouri position, and treat the ninety-day deadline as the hardest date in this file.
THE 10% IS A CEILING SET BY THE CERTIFICATE. § 140.340 pays "interest at the rate specified in such certificate, not to exceed ten percent annually", plus eight per cent on subsequent taxes the holder pays. The tier is the ceiling; read the certificate before assuming it.
SUBSEQUENT OFFERINGS ARE A DIFFERENT INSTRUMENT. A parcel unsold at its first offering is offered again, and the terms — price, redemption and the deed timetable — change with the offering number under § 140.250. Nothing in a listing necessarily says which offering it is, and this entry models a first-offering certificate.
ST. LOUIS CITY AND JACKSON COUNTY DO NOT USE THIS CHAPTER. They operate under chapter 141, the land tax collection act, which is a court-supervised process with different timing and a different deed. A parcel in either is not priced by this entry.
