NY caveats

THE ASSESSED VALUE IS NOT COMPARABLE ACROSS MUNICIPALITIES. More than 1,200 assessing units each set their own level of assessment, published annually by ORPTS as an equalization rate and a residential assessment ratio. This row assumes 100% as a deliberate floor, so a derived ARV in a low-assessing town is far too low. That is the safe direction, and it makes the derived figure useless as a valuation — get the municipality's rate or supply arvOverride.
NO REDEMPTION FOR THE AUCTION BUYER, AND THIS TIME THAT IS UNQUALIFIED. RPTL 1110's period runs before the tax district takes title; RPTL 1131 and 1136(3) bar the former owner on judgment. By the time a parcel reaches the county auction the right is gone. The default period is two years from the lien date and a district may set a longer one, but either way it expires pre-auction.
SURPLUS NOW GOES BACK TO THE FORMER OWNER. L 2024, ch 55, pt BB amended Article 11 after Tyler v. Hennepin County so excess proceeds are returned to the former owner and, where appropriate, to lienors. This does not change what a bidder pays, but it removes the county's old incentive to retain equity and is worth understanding before assuming how a district will run its sale.
