Upset sale
1. All bidders must be registered 10 days prior to the start of the sale. 2. All properties are sold free of all tax liens (county, township or borough, and school). All other liens and judgements are the responsibility of the purchaser. 3. There is no redemption period after the sale. However, the previous owner has sixty days to file objections to the sale. 4. All sales are auction bid; with the stated minimum bid price being the lowest bid accepted. 5. The upset sale price includes all prior year taxes, current taxes, costs, 2% realty transfer tax, a $70.75 recording fee, & a $100.00 deed preparation fee.
Two-tier process in many counties: upset sale (subject to liens) then judicial sale (liens stripped) for unsold parcels.
Inherited from Pennsylvania rather than researched for Sullivan: type, redemption, returns, statute, notes.

Spread is not profit. It compares the opening bid to the county's assessed value, which is not market value — Pennsylvania has no statewide assessment ratio. Counties assess against their own base years, some decades old, and the State Tax Equalization Board publishes a Common Level Ratio per county each year. Always use the county ratio. Open a parcel to run the full max-bid analysis, which accounts for the assessment ratio, surviving liens, quiet title, and holding costs.
