Notes
Westchester County does NOT run a centralized county tax lien or tax deed sale. Per the Westchester County Department of Finance, cities and towns pursue delinquent owners directly and may occasionally hold their own tax lien sales or auctions (e.g., Village of Tarrytown annual lien sale). Investors must track individual municipalities (Yonkers, White Plains, New Rochelle, Mount Vernon, etc.). County Finance is still the starting point for tax/lien context; foreclosure lists are available via the County Clerk for mortgage foreclosures, which are separate from municipal tax sales.

New York has no statewide level of assessment. Each of 1,200+ assessing units sets its own, and ORPTS publishes an equalization rate and residential assessment ratio per unit each year. 1.0 is used here as a deliberate floor — see the derived-ARV note — not as a claim that New York assesses at full value.
