Per Cheshire County Registry of Deeds (RSA 80:20-a), all towns and the City of Keene have adopted the tax lien procedure under which only a municipality, county, or the state may acquire the tax lien — sales of tax liens to private individuals are prohibited. Occasional municipal surplus/deeded property may be sold later by sealed bid (e.g., Keene surplus processes), but that is not a retail tax-lien market.
