Notes

Maine municipal tax-lien foreclosure system (not a county-run auction). Each city/town files tax lien certificates; if unpaid ~18 months after filing, the lien automatically forecloses and the municipality owns the property (36 M.R.S. §943). Sale of tax-acquired property follows 36 M.R.S. §943-C (post-Tyler reforms): towns generally must use listed/broker processes and return surplus proceeds. Inventory and method (listing, sealed bid, occasional auction) vary by municipality. Bangor is the largest city and primary example; also track Brewer, Orono, Old Town, Millinocket, etc. Unorganized territory uses Maine Revenue Services broker process.

Auction logistics

Format

Varies by municipality (broker listing / sealed bid / occasional auction of tax-acquired property)

Frequency

Town-determined after automatic foreclosure cycles; no single Penobscot County auction calendar

Deposit rules

Follow each municipality's tax-acquired property sale notice for deposits, earnest money, and closing. Expect quitclaim/municipal deed without warranty. Budget survey, title insurance, and possible quiet title. Verify lien filing and foreclosure dates at Penobscot County Registry of Deeds.

Title risk

Liens that survive the sale
Municipal tax lien mortgage has statutory priority, but federal liens and some interests can survive. After foreclosure, municipality conveys only what it has. Water/sewer and environmental constraints require local DD.
Quiet title
Often required for marketable insured title after municipal tax-acquired deed; automatic foreclosure does not equal title-company comfort without curative work.
