Each city/town (Portland, South Portland, Westbrook, Scarborough, Brunswick, etc.) places a tax lien mortgage under 36 M.R.S. §942–943; after notice and ~18 months the lien automatically forecloses and the municipality takes title, then may sell tax-acquired property under state surplus/tax-acquired rules (LD 2262 reforms).
