Tax sale certificate of purchase does not convey title. Owner (or interested party) may redeem within the statutory period; 2% per month interest on redemption under county terms. After deed process under Ch. 448, most junior private liens may be cut off; federal liens can survive. Non-resident alien agricultural land restrictions (Iowa Code Ch. 9I) can apply.
