Title risk

Liens that survive the sale
Buying a tax lien certificate does not convey the property. After a treasurer's deed issues via the public-auction application path (3 years), most junior private liens are cut off, but federal liens and some governmental assessments can survive. Premiums are not recovered on redemption.
Quiet title
Treasurer's deeds frequently need quiet title (or equivalent) before title companies will insure for resale.
