Title risk

Liens that survive the sale
Tax lien certificate does not transfer ownership or extinguish mortgages. Other encumbrances remain until deed path after non-redemption. Federal tax liens require separate analysis. Agricultural and irrigation district assessments are common Yuma DD items.
Quiet title
If certificate is not redeemed and investor obtains Treasurer's deed, quiet title is commonly required for marketable insured title before resale financing.
